A Decade On: CIC Operators Still Waiting For Regularization

Srinagar, Sep 23, KNT: CIC Operators working in the Department of Rural Development & Panchayati Raj, J&K Friday said that highly qualified technocrats were appointed two decades ago as CIC Operators and they are still waiting for regularization orders despite the completion of all the codal formalities.”

The CIC Operators held a press conference in Kashmir capital Srinagar said that they have been appointed on a merit basis through proper recruitment procedure by District Level Committees headed by Deputy Commissioners constituted by the Government in the year 2004, and since then they are continuously working in the Department, on a contractual basis with punctuality and dedication on a peanut salary of Rs 10000.

The fact is that they are all highly qualified having degrees like M.Tech, MCA, MSc, IT, B.E, B.Tech, etc. and are technically very sound. Further, they are handling efficiently all the online work on the web portals of Rural Development & Panchayati Raj Department viz. e-GramSwaraj, Swachh Bharat Mission, PMAY-G, Peoples Plan Campaign (Sabki Yojna Sabka Vikas), GPDP, Mission Antyodaya, other Panchayat Portals, PFMS, and all other e-Governance-related applications.

They said they are also doing all other office assignments viz. Elections, Establishment, Accounts, Works, etc. at Block, District, Directorate, and Secretariat level.

“Despite the completion of all the codal formalities with regard to regularization of CIC Operators by the Government from time-to-time vis-a-vis creation of posts in the year 2016, clearance from Empowered Committee of Finance in 2017, two times concurrence given by Finance Department, Legal Opinion from Law department in 2017 and Advocate General of J&K has also given his legal opinion in the matter.”

While seeking the intervention of LG Manoj Sinha, CIC Operators appealed to authorities to address their long pending genuine demands. (KNT)
