J&K employees asked to file property returns by Feb 15

Jammu, Feb 2: J&K Government has asked its employees, who have failed to submit their property returns for the year 2024 within the prescribed timelines, to file the same by February 15, 2025.

Extending the timeline, it, however, has cautioned that it will be the last and final opportunity for them for submission of property returns.

As per extended timeline, the submission of property returns by the defaulting employees will be allowed through online mode on the Property Return System (PRS) portal with effect from February 1 to 15, 2025.

Earlier, all the employees, working under Jammu and Kashmir Government, vide circular number 30-JK (GAD) of 2024 dated December 27, 2024, were asked to file (property) returns for the year 2024, with effect from January 1 to 31, 2025 on the PRS portal, accessible on https://prsjk.gov.in

However, a considerable number of employees failed to submit their property returns within the prescribed timeline, resulting in a default in this mandatory process.

Furthermore, it was noted that several employees registered on the portal but did not submit their property returns, thus also causing a default in submission of their details.

The failure or non-submission of property returns by the government employees attracts a punitive action under the provisions of the Jammu and Kashmir Public Men and Public Servants Declaration of Assets Act and Rules made thereunder. Additionally, defaulting employees are deemed to have committed criminal misconduct under the Prevention of Corruption Act and are subject to penalties as stipulated in the Act. Furthermore, the government had cautioned that non-submission of property returns would lead to the denial of vigilance clearance for the defaulting employees.

The matter was considered in the General Administration Department and it was decided to grant “last and final opportunity to the employees, who failed to submit their property returns within the prescribed timelines.” asked

“In case the employees encounter issues related to OTP, they should update their current mobile numbers and email IDs on the CPIS portal. For any other issue or technical support, employees may forward their concerns on support-prs@jkgov.in for speedy redressal,” it has been notified.

All the Controlling Officers and Drawing and Disbursing Officers (DDOs) have been directed to ensure strict compliance with regard to filing of property returns by all the employees of their establishment.

Further, Administrative departments have been asked to monitor and assess the progress in this regard.
