DDC Tangmarg and BDC Narvaw create furore in district development council Baramulla over Violation of norms of Panchyati Raj Act
Baramulla 29 JUNE 2021 :In district Council Baramulla, District development councilor Tangmarg Advocate Mir Tajamul Ishfaq and Block development chairman Narvaw Mir Iqbal have shown strong resentment against passing of first district Capex budget by violating the basic structure of Panchyati Raj Act.
The duo alleged that Section 45 of Panchayati Raj Act was sidestepped while passing district CAPEX Budget and openly challenged the decision of delaying formation of district development council standing committees as they challenged that majority lies with them and chairperson is delaying the formation of committees as she do not want to delegate powers to other members of the council.
” Only 25 minutes were given to read 150 page documents to each member which violates the basic tenets of democracy.
They blamed that chairperson is trying to disempower the District development council as she agreed with administration to side line DDC and instead agreed with administration to present district plan in district planning committee. They also blamed that
The opinion of Block Development Chairpersons (BDCs) who are important members in district development council at par with District development councilors (DDCs) wasn’t taken on board which makes the process to smell fishy ” Advocate Tajamul added
